The Commune of Garoua-Boulaï is one of the 8 communes of the Lom et Djerem department in the East Region. The Commune was created on June 29, 1977, and today covers an area of 2125 km².2with an estimated population of 139,729 inhabitants, i.e. 89,023 hosts and 50,706 refugees, or 66 inhabitants per km.2Located at the coordinates 5.894803°N and 14.547136°E.
The Commune of Garoua-Boulaï is bordered: to the north by the Commune of Meiganga in the Adamaoua region; to the south by the Commune of Ngoura; to the south-west by the Commune of Bétaré-Oya; to the east by the Commune of Baboua in the Central African Republic (CAR).
The town of Garoua-Boulaï is located 244 km from the capital of the East Cameroon Region (Bertoua). The town's strategic location lies in the transition zone between southern Cameroon (dense forest zone) and the far north (savannah zone). Considered a border town (with the Central African Republic), it is also a crossroads for the destinations of Bertoua, Ngaoundéré, Garoua, Maroua and the CAR. The Commune of Garoua-Boulaï is built on a plateau with an average altitude of 950m
The Garoua-Boulaï Town Hall is responsible for :

4° Tourism: development and operation of tourist sites of local interest;

6° Public health: Participation in the management of basic health centers;
7° Rural development: Promoting local rural and agricultural development ;
8° Environment: Environmental protection and waste management ;
9° Social action: Social aid and assistance to vulnerable populations;
10° Local economic development: Promotion of local economic activities.
